Vice President, Foster Care & Family-based Services

After receiving his BA and his Master's degree in Social Work in 1968 and 1970 respectively from the University of Illinois, Carl served as a child welfare worker and supervisor for Department of Children and Family Services from 1970-79.  He then moved to the not-for-profit child welfare sector, first serving as the Executive Director of The Center for Children's Services in Danville, Illinois from 1979-85.  In 1986 he became the Executive Director of Bartleme Homes and Services, a Chicago provider of group home care and independent living services for girls.  Carl led that agency into a merger with Lawrence Hall in 1988, and continued with Lawrence Hall as Director of Community Services until joining FamilyCare of Illinois in 1990 as Director of Professional Services.  FamilyCare provided foster care and home based services for children, families, and elderly in Cook, Lake, and McHenry Counties.  He became Executive Director in 1991 and in 2004 FamilyCare entered into a merger with UCAN in an effort to consolidate and strengthen services, reduce administrative costs, and to create new opportunities for service development in the combined organization.  Since that time, Carl has served as Vice President for Foster Care and Family Based Services.

Carl is a Licensed Child Welfare Employee and serves as a Peer Reviewer and Team Leader for the Council on Accreditation.  He is also a member of the Child Welfare League committee to develop standards for kinship care and of the Board of Directors for the Child Care Association of Illinois.

He and his wife Laurie have three children, Jodi, Kevin, and Hillary.  Carl is an active member of the Deer Creek Christian Church in University Park, where he serves as an elder and teaches an adult Bible School class.  He also enjoys a regular game of tennis and aspires to become a mediocre golfer.
